Beginning in 2021 and escalating through 2023, environmental and police abolition activists protested the construction of a 85-acre, $90 million police and fire training facility in the South River Forest area of Atlanta, Georgia, which opponents dubbed 'Cop City.' Activists occupied the forest for months. On January 18, 2023, a multi-agency law enforcement operation cleared the occupation, during which Georgia state troopers shot and killed Manuel Esteban Paez Terán, an activist known as Tortuguita. The Georgia Bureau of Investigation stated the activist shot and wounded a trooper first, a claim disputed by activists. Subsequently, 61 people were charged with domestic terrorism under a Georgia statute. The protest movement highlighted tensions between environmental justice, police militarization, and government suppression of protest. Criminal Charges: Dozens of activists arrested during protests and forest-clearing operations were hit with severe charges, including domestic terrorism. Prosecutors also brought sweeping racketeering (RICO) charges against dozens of demonstrators and bail fund organizers, although many of the RICO charges were dismissed by a Fulton County Superior Court judge in September 2025
